4. PUBLIC COMMENT: This time on the agenda provides an opportunity for the public to address the Planning Commission on items within the jurisdiction of the Commission and not listed on other sections of the agenda. Please limit comments to no more than five minutes. Depending on the number of speakers wishing to make comments, the Chair may further limit the time available to each speaker to control the amount of time spent on this part of the agenda. If you wish to speak on a CONSENT CALENDAR item, please do so during this part of the meeting. Please be advised that California law does not allow the Planning Commission to discuss or take action on any issue presented by the public during this portion of the meeting. The Commission may ask a question for clarification, provide a brief response to public comment, refer the matter to staff for review and a later report or direct staff to place an item on a future agenda. The City is not responsible for the content of statements made during the public comment period or the factual accuracy of any such statements.
5. CONSENT CALENDAR: Items on the Consent Calendar are considered to be routine and are normally enacted by one unanimous vote of the Commission. Individual items may be removed and considered separately at the request of a Commissioner. Any item removed from the Consent Calendar will be added to another section of the agenda.

a. CITY OF CARPINTERIA SKATE PARK (Planner: Syndi Souter ) Project 19-2016-DP/CDP: Hearing on the request of Matt Roberts, Director, City of Carpinteria Parks & Recreation Department, agent for the City of Carpinteria, to consider project 19-2016-DP/CDP for a Development Plan and Coastal Development Permit for a new public skate park facility of approximately 36,500 square feet under the provisions of Carpinteria Municipal Code (CMC) §14.34- Community Facility zone district, CMC §14.62- Conditional Use Permit, and CMC §14.68- Development Plan; and to approve an Exemption pursuant to §15332 of the California Environmental Quality Act (CEQA) Guidelines. The application involves APN 001-170-018, addressed as 5775 Carpinteria Avenue.

b. CARPINTERIA AVENUE BRIDGE REPLACEMENT (Planner: Nick Bobroff) Project 14-1719-CUP/CDP: Hearing on the request of the City of Carpinteria Public Works Department to consider Project 14-1719-CUP/CDP (application filed February 5, 2015) to re-authorize a previously-approved Conditional Use Permit and Coastal Development Permit to remove and replace the Carpinteria Avenue Bridge over Carpinteria Creek with a new three-span bridge and complete associated improvements to the Carpinteria Avenue roadway approaches, public utilities, and the Carpinteria Creek bike path under the provisions of CMC §14.62, Conditional Use Permit, for projects of a public works nature; and to accept an Addendum to the previously-certified Environmental Impact Report (EIR) prepared for the project (State Clearinghouse Number 2014071007) pursuant to the California Environmental Quality Act (CEQA) Guidelines. There are no new significant environmental impacts as a result of this modification request. The application involves the 5400 and 5500 blocks of the Carpinteria Avenue right-of-way and adjacent APNs 001-070-029, -031, -039, -055, -066, 003-280-008, -009, -010, 003-810-CA1, located in the vicinity of Carpinteria Avenue at Carpinteria Creek.
