1) Haber (formerly Gobuty) Condominiums Time Extension, Project # 20-2076-DP/CDP/TPM/TEX Address: 4716 Seventh Street Applicant: Eva Turenchalk, Turenchalk Planning Services, Inc., agent for Michael Haber, Surf Cottages, LLC Planner: Nick Bobroff Hearing at the request of Eva Turenchalk, Turenchalk Planning Services, Inc., agent for Michael Haber, Surf Cottages, LLC, to consider Project 20-2076-DP/CDP/TPM/TEX (request filed November 7, 2022) for approval of a 24-month time extension to the previously-approved Development Plan, Coastal Development Permit, and Tentative Parcel Map to remodel an existing single family residence, construct a new detached two-car carport, construct a new detached two-story building containing two residential units each with an attached two-car garage, and subdivide the property for condominium purposes resulting in three residential condominiums, under the provisions of the Chapter 14.14, Planned Residential Development (PRD) Zone District and Title 16, Subdivisions, of the Carpinteria Municipal Code; and to determine that the time extension request is statutorily exempt from the California Environmental Quality Act (CEQA) pursuant to §15061(b)(3) of the CEQA Guidelines. 2) Marquez Duplex Addition & Remodel for Unit A, Project # 20-2057-CUP/CDP Address : 4684 Seventh Street Applicant: Martha Marquez Planner: Syndi Souter Hearing on the request of Martha Marquez to consider Project 20-2057-CUP/CDP (application filed July 22, 2020) for approval of a Conditional Use Permit and Coastal Development Permit to remodel a legal nonconforming 847 square-foot duplex unit and construct a 258 square-foot addition to the side of the unit for a resultant size of 1,035 square feet under the provisions of the Carpinteria Municipal Code (CMC) §14.14 - Planned Residential Development District and §14.62 - Conditional Use Permit; and to approve an Exemption pursuant to §15301, §15304, and §15332 of the California Environmental Quality Act (CEQA) Guidelines. The application involves APN 003-301-012, addressed as 4684 Seventh Street.
3) Amendments to the Downtown "T" Encroachment Permit Guidelines, Project # 22-2171-ORD Address: Downtown "T" Applicant: John Ilasin, Public Works Department, City of Carpinteria Planner: Nick Bobroff Hearing at the request of the City of Carpinteria Public Works Department to consider Case No. 22-2171-ORD, proposing to modify the existing Downtown "T" Encroachment Permit Guidelines (Guidelines) to allow the placement of parklets within the public right-of-way; and to consider an Exemption pursuant to Sections 15060(c)(2), 15301(c), 15303(e), 15305(b), and 15311(c), of the California Environmental Quality Act (CEQA) Guidelines. The amended Guidelines would be applicable to a number of parcels located within the Downtown "T" along Carpinteria Avenue and Linden Avenue. City staff is seeking recommendations to the City Council concerning policy input and direction involving additions, modifications, and/or deletions to the proposed amended Guidelines, as determined appropriate.
4) Formula Business Regulations, Project # 22-2151-LCPA Address: Citywide Applicant: City of Carpinteria Planner: Steve Goggia Hearing at the request of the City of Carpinteria ("City") to consider Case No. 22-2151-LCPA, proposing to amend the City's Local Coastal Program to reflect changes to the City Municipal Code ("CMC") to include regulations regarding Establishment of Formula Businesses as well as an Exemption pursuant to §§ 15060(c)(2), 15060(c)(3), and 15061(b)(3) of the California Environmental Quality Act ("CEQA") Guidelines. Changes to the CMC include the addition of new Chapter 14.53 entitled "Regulation of Formula Businesses," and addition of a new definition to Chapter 14.08. City staff is seeking Planning Commission recommendations to the City Council on the proposed amendment(s) to the City's Local Coastal Program and Municipal Code, Title 14, regulating formula businesses in Carpinteria. The project is expected to affect a number of Zoning Districts and parcels located throughout the City.
