Hearing at the request of the City of Carpinteria ("City") to consider Case No. 22-2151-LCPA, proposing to amend the City's Local Coastal Program to reflect changes to the City Municipal Code ("CMC") to include regulations regarding Establishment of Formula Businesses as well as an Exemption pursuant to §§ 15060(c)(2), 15060(c)(3), and 15061(b)(3) of the California Environmental Quality Act ("CEQA") Guidelines. Changes to the CMC include the addition of new Chapter 14.53 entitled "Regulation of Formula Businesses," and addition of a new definition to Chapter 14.08. City staff is seeking Planning Commission recommendations to the City Council on the proposed amendment(s) to the City's Local Coastal Program and Municipal Code, Title 14, regulating formula businesses in Carpinteria. The project is expected to affect a number of Zoning Districts and parcels located throughout the City.
