4. PUBLIC COMMENT: This time on the agenda provides an opportunity for the public to address the Planning Commission on items within the jurisdiction of the Commission and not listed on other sections of the agenda. Please limit comments to no more than five minutes. Depending on the number of speakers wishing to make comments, the Chair may further limit the time available to each speaker to control the amount of time spent on this part of the agenda. If you wish to speak on a CONSENT CALENDAR item, please do so during this part of the meeting. Please be advised that California law does not allow the Planning Commission to discuss or take action on any issue presented by the public during this portion of the meeting. The Commission may ask a question for clarification, provide a brief response to public comment, refer the matter to staff for review and a later report or direct staff to place an item on a future agenda. The City is not responsible for the content of statements made during the public comment period or the factual accuracy of any such statements.
5. CONSENT CALENDAR: Items on the Consent Calendar are considered to be routine and are normally enacted by one unanimous vote of the Commission. Individual items may be removed and considered separately at the request of a Commissioner. Any item removed from the Consent Calendar will be added to another section of the agenda.

6. NEW PUBLIC HEARING
a. LOCKWOOD GARAGE & LOT LINE ADJUSTMENT (Planner: Syndi Souter) Project #19-2023-LLA/CDP: Hearing on the request of Paul Edmonds, agent for Johanna Lockwood, Deborah Dentler, and Anthony Segall, to consider project 19-2023-LLA/CDP for a Lot Line Adjustment and a Coastal Development Permit to 1.) demolish an existing 361 square foot garage, 2.) construct a new 494 square foot two-car garage for the benefit of 5139 Eighth Street (Lockwood), and 3.) adjust the property line between 5139 and 5157 Eighth Street to accommodate the proposed garage, under the provisions of Carpinteria Municipal Code (CMC) §14.14- Planned Residential Development zone district and CMC §16.12- Map Provisions; and to approve an Exemption pursuant to §15302, §15305, and §15332 of the California Environmental Quality Act (CEQA) Guidelines. The application involves APNs 003-321-002 and 003-321-012, respectively addressed as 5139 and 5157 Eighth Street.

b. APARTMENT CONVERSION ORDINANCE (Planner: Steve Goggia) Project #20-2049-ORD/LCPA: Consideration of an ordinance amending Chapter 14.74 of Title 14 of the Carpinteria Municipal Code that would establish revised standards for the submission and evaluation of projects that propose to convert apartments to condominiums, community apartment projects, stock cooperatives and/or cooperative apartments. The ordinance also includes tenant protection provisions for the existing apartment residents.
