PLANNING COMMISSION ACTIONS: The City Council may vote to appeal a decision of the Planning Commission to itself by majority vote (CMC 14.78.040(2)).

PUBLIC COMMENT ON MATTERS NOT ON THE AGENDA This is a time for public comments on matters not otherwise on the agenda but within the subject matter jurisdiction of the City Council. The Mayor may establish reasonable regulations for public comment based on the time available and/or the number of persons waiting to speak. Typically, the Council's practice has been to limit each speaker to three minutes. The audio-visual system in the Council Chamber is not available for speaker use during the general Public Comment period. The City and the City Council are not responsible for the content of statements made during the public comment period, or the factual accuracy of any such statements.

CONSENT CALENDAR: Items on the consent calendar are considered to be routine and are normally enacted by one unanimous vote of the Council. If you wish to speak on a consent calendar item please do so during the public comment period provided at the beginning of this item.

2. Approve the minutes of the regular meeting held February 26, 2024.

3. Receive and file the Expenditures for the period beginning February 19, 2024 and ending March 1, 2024.

4. Adopt Resolution No. 6293, authorizing the filing of the Transportation Development Act Claim for Fiscal Year 2024/25.

5. Adopt Resolution No. 6294, designating the City Manager, Administrative Services Director and Public Works Director as Agents for the City of Carpinteria within the California Office of Emergency Services.

ADMINISTRATIVE MATTERS:

6. Community Development Block Grant (“CDBG”) Committee recommendations concerning the 2024-2025 Public Services Grant Applications and allocation of program funds.

7. The City’s 2023 Housing Element Annual Progress Report to the California Department of Housing and Community Development (“HCD”) on the status of implementation of Housing Element goals, policies, and objectives.

PUBLIC HEARING:

8. Review of proposed Ordinance No. 778 amending Chapter 8.52 (SMOKING REGULATIONS) of the Carpinteria Municipal Code to regulate smoking in multi-unit housing developments and update requirements for tobacco retail signage in accordance with State law.

9. Adopt Resolution No. 6292, Approving the Measure A Five-Year Local Program of Projects for Fiscal Years 2024-25 through 2028-29.
