3) Olive Avenue Street Vacation Government Code ยง 65402 Consistency Determination Planner: Bret McNulty Applicant: Carpinteria Sanitary District Location: Olive Avenue Right of Way adjacent to 5300 Sixth Street Hearing on the request of the Carpinteria Sanitary District (CSD) to consider Project 24-2313-GC for a determination that CSD's acquisition of a permanent vacation of approximately 1,800 square feet of an unimproved portion of City of Carpinteria-owned Olive Avenue Right of Way for the purposes of accommodating the construction of a protective flood wall around existing CSD electrical equipment and proposed new electrical equipment in the same location to support construction and operation of the Advanced Water Purification Facility (AWPF) component of the Carpinteria Advanced Purification Project (CAPP), would be consistent with the City's General Plan/Coastal Land Use Plan. This portion of land is identified on Assessor Map 003-037 as the Olive Avenue Right of Way and located adjacent to the existing CSD facilities at 5300 Sixth Street, and is zoned Public Utility (UT) district.
4) Carpinteria Advanced Purification Project Planner: Bret McNulty Applicant: Chris Malejan, PE, PMP, on behalf of the Carpinteria Valley Water District Locations: 5300 Sixth Street; 1532 Linden Avenue, and various City of Carpinteria rights of way. Hearing on the request of the Carpinteria Valley Water District (CVWD) to consider Project 24-2313-CUP/CDP for approval of a Conditional Use Permit and Coastal Development Permit for the Carpinteria Advanced Purification Project (CAPP). The CAPP is being proposed to augment surface water sources with a potable reuse project to address on-going shortfalls caused by regional drought conditions. The CAPP consists of an advanced water purification facility (AWPF) that will be constructed at the existing Carpinteria Sanitary District (CSD) wastewater treatment facility located at 5300 Sixth Street, and will treat effluent to a higher level of purity than currently achieved. The purified water from the new AWPF would be conveyed by a new pipeline, and an injection and monitoring well system that will replenish the Carpinteria Valley Groundwater Basin Aquifer and allow for the monitoring of water quality. After the project is installed, the CVWD will extract the purified groundwater from existing wells to augment their customers' water supply. The proposed pipeline route would affect portions of the Olive Avenue, Sixth Street, Maple Avenue, Carpinteria Avenue, Eugenia Place, Linden Avenue, and Meadow View Lane rights-of-way. Injection well and monitoring well sites are proposed to be located on the St. Joseph Church property at 1532 Linden Avenue, and near the western terminus of Meadow View Lane, near the Franklin Creek channel.
