1. Project: Franklin Creek Trail Improvement Project, Project 24-2281-DP/CDP/ARB Address: Franklin Creek between Carpinteria Avenue and Seventh Street Applicant: Josefina Arechiga, Assistant Engineer, City of Carpinteria Public Works Department Planner: Syndi Souter Request of Josefina Arechiga, Assistant Engineer, City of Carpinteria Public Works Department, to consider Project 24-2281-DP/CDP/ARB for final review of a proposal to construct a new multi-use trail that would be located adjacent to Franklin Creek and extend from Carpinteria Avenue to Seventh Street. The two-lane multi-use trail would vary from 12-feet to 13-feet in width and would be approximately 900-feet in length. New landscaping, seating benches, night lighting, and trash receptacles are proposed along the trail. The proposal would require 50 cubic yards of cut, 300 cubic yards of fill, and the removal of six non-native trees. The project site is approximately 0.50 acres in size, zoned Planned Residential Development (PRD-15) and Commercial Planned Development (CPD), is within the Coastal Appeals (CA) and Flood Hazard (FH) Overlay Districts, and is shown as APNs 003-242-036, 003-243-032, 003-251-020, 003-252-018, 003-301-021, and 003-301-025.
2. Project: Cypress Apartments Renovations, Project 25-2335-DP/CDP/ARB Address: 4956 Fifth Street Applicants: Paige Mascari, Becker Studios, agent, for 4956 Fifth, LLC Planner: Syndi Souter Request of Paige Mascari, Becker Studios, agent, for 4956 Fifth, LLC, to consider Project 25-2335-DP/CDP/ARB for preliminary review of a proposal for interior and exterior renovations to an existing 10,485 square-foot seven-unit two-story apartment building. The interior renovations would include the creation of two new units and upgrades to the remaining units. The exterior renovations would include a new roof, new windows and doors, new plaster and paint, new stairway and balcony railings, new landscaping, and new hardscape. Approximately 364 square-feet of the existing rear portico would be enclosed to create a new bike storage room and a general storage room. The existing carport and uncovered parking area would remain and continue to provide 10 on-site parking spaces. Vehicular access to the site would remain at the rear off of Sixth Place. The project site is 12,750 square-feet in size, zoned Planned Residential Development (PRD-20), and is shown as APNs 003-312-012 and 003-312-013.
3. Project: 1069 Casitas Pass Improvement Project, Project 25-2334-DPR/ARB Address: 1069 Casitas Pass Road Applicants: Michael Holliday, DMHA Architecture, agent, for Christine Lujan, MKCR Planner: Mindy Fogg Request of Michael Holliday, DMHA Architecture, agent, for Christine Lujan with MKCR to consider Project 25-2334-DPR/ARB for preliminary review of a proposal for exterior improvements to an existing 169-unit apartment complex (Shepard Place Apartments). The improvements would involve removal of existing trees, new landscaping, new amenities (BBQ area, dog park, gathering spaces), restriped parking lot, installation of driveway gates, repainting of the buildings, new lighting, and other improvements on the grounds. The project site is 7.35 acres in size, zoned Planned Residential Development (PRD-20), and is shown as APN 001-070-057.
4. Project: Verizon Wireless Facilities, Project 25-2336-CUP/CDP Address: 912 Linden Avenue (business addresses 944, 954, 962, and 970) Applicants: Celeste Magennis, Centerline Communications, on behalf of Verizon and Francis Sargus, Owner Planner: Bret McNulty Request of Celeste Magennis, Centerline Communications, for Verizon Wireless, to consider Project 25-2336-CUP/CDP for preliminary review of a proposal to install three (3) new wireless telecommunications antenna array installations and one (1) support equipment enclosure that would be located on the roof tops of the existing single-story commercial building located between Linden Avenue and Cactus Lane. Antenna arrays would be installed at both sides of the existing Carpinteria clock tower located on the north corner of the building and in a new enclosure located on the south corner of the building. The proposed support equipment enclosure would be located on the roof top of an accessory structure attached to the east-oriented back of the main building and adjacent to Cactus Lane. One emergency parking spot is proposed next to the equipment enclosure adjacent to Cactus Lane and across from City parking lot #2. The property is a 13,068 square foot parcel zoned Central Business District (CB) and shown as APN 003-263-029.
