4. Minutes of the regular City Council meeting of November, 25 and December 9, 2019; and Minutes of the Special Joint Meeting of City Council and Planning Commission of December 9, 2019.

5. Expenditures for the period beginning November 30, 2019 and ending January 3, 2020.

6. Adopt Resolution No. 5934, approving grant funds from the California Coastal Conservancy to purchase APN’s 001-210-020 and 001-210-024, also known as the Carpinteria Rincon Bluffs Preserve, an approximate 21.65-acre parcel located at 6351 Carpinteria Avenue.

7. Ordinance No. 736 amending Title 15 (Building and Construction) of the Carpinteria Municipal Code, by amending Chapter 15.08 Section 100 to adopt by reference and amend the 2019 California Building Standards Model Codes and repealing Ordinance No. 714, excluding the addition of Chapter 15.22 for the California Building Standards Residential Code with contains standards for single-family houses, duplexes and townhouses. 8. Ordinance No. 737 adding Chapter 15.72 (Mandatory Seismic Retrofit Program for Existing Wood-Frame Buildings with Soft, Weak, or Open-Front Walls) of Title 15 (Buildings and Construction) of the City of Carpinteria Municipal Code Regarding Building Seismic Safety. (Continue to 1/27/20)

OTHER BUSINESS:

9. Request for comments regarding the Carpinteria-Summerland Fire Protection District’s Draft Ordinance No. 2020-01 pursuant to Health and Safety Code §13869.7(b), which adopts the 2019 California Fire Code with amendments.

10. Joining the Carpinteria Groundwater Sustainability Agency.

11. Receive 2019 Speed Zone Survey and Adopt Resolution No. 5933, Approving Speed Limit Decrease from 25 Miles per Hour to 20 Miles per Hour for El Carro Lane between Linden Avenue and 85-feet east of Trenora Street When Children Are Present.

12. Authorize the City Manager to execute the Second Amendment to the Lease Agreement with Via Real Associates, LLC to extend the lease, for temporary office space at 4180 Via Real to February 29, 2020. (Requires a roll call vote)

13. Amendment No. 4 to the Agreement with AB Design Studio, Inc. for architectural services in an amount not-to-exceed $51,000 for a total amended Agreement amount of $367,325.52 for the City Hall Remediation & Renovation Project. (Requires a roll call vote)
