C. PUBLIC COMMENT: This is a time for public comments on matters not otherwise on the agenda but within the subject matter jurisdiction of the Architectural Review Board. Comments shall be limited to 15 minutes, divided among those persons desiring to speak, but no person shall speak longer than five minutes. Persons wishing to speak on a specific item will be recognized at the time the agenda item is considered. The City is not responsible for the content of statements made during the public comment period, or the factual accuracy of any such statements.

1) APPLICANT: Nathan Wood (Project: 15-1767-CDP) PLANNER: Nick Bobroff PROJECT LOCATION: 650 Concha Loma Drive ZONING: Single Family Residential (6-R-1): Hearing on the request of Nathan Wood to consider Project 15-1767-CDP for final review of a proposal to construct a single story 1,658 square foot single family residence with an attached 458 square foot two-car garage on an existing, undeveloped lot. The total combined square footage of the residence and garage would be 2,116 square feet with a maximum height of 15 feet. The project would include new underground utilities, drainage improvements, a new driveway and minor landscape improvements. The property is a 0.43-acre parcel zoned Single Family Residential (6-R-1) and shown as APN 003-340-008 addressed as 650 Concha Loma Drive.

2) APPLICANT: Paul Edmonds for Johanna Lockwood, Deborah Dentler, and Anthony Segall (Project: 19-2023-LLA/CDP) PLANNER: Syndi Souter PROJECT LOCATION: 5139 & 5157 Eighth Street ZONING: Planned Residential Development (PRD-20): Hearing on the request of Paul Edmonds, agent for Johanna Lockwood, Deborah Dentler, and Anthony Segall, to consider Project 19-2023-LLA/CDP for preliminary/final review of a request to construct a new 494 square foot two-car garage with a maximum height of 16-feet for the benefit of 5139 Eighth Street (Lockwood). The project includes a Lot Line Adjustment between 5139 and 5157 Eighth Street, and the demolition of an existing 393 square-foot two-car garage that presently straddles the common property line. The properties are 13,242 square feet combined, zoned Planned Residential Development (PRD-20), shown as APNs 003-321-002 & 003-321-012, and are addressed as 5139 & 5157 Eighth Street.

3) APPLICANT: Justin Marsh, agent, for G6 Hospitality Property LLC (Project: 19-1976-DPR/CDP) PLANNER: Marysol Smith PROJECT LOCATION: 5550 Carpinteria Avenue - Motel 6 ZONING: Commercial Planned Development (CPD): Request of Justin Marsh, agent for G6 Hospitality Property LLC (Motel 6), to consider Project 19-1976-DPR/CDP for preliminary review of a request to upgrade exterior lighting and re-landscape the site. Approximately 29 existing exterior building mounted lights and parking lot/grounds lighting would be replaced with night-sky friendly fixtures. A total of 56 trees would be removed, including forty-nine trees that have been removed without City approval and another 7 proposed to accommodate the adjacent Holiday Inn solar carport project. Fifty-two trees would be replanted and a variety of shrubs are also proposed. Some of the existing landscaping on site would remain as-is. The property is a 4 acre parcel zoned Commercial Planned Development (CPD) and shown as APN 001-070-039, addressed as 5550 Carpinteria Avenue.
