PUBLIC COMMENT ON MATTERS NOT ON THE AGENDA This is a time for public comments on matters not otherwise on the agenda but within the subject matter jurisdiction of the City Council. The Mayor may establish reasonable regulations for public comment based on the time available and/or the number of persons waiting to speak. Typically, the Council's practice has been to limit each speaker to three minutes. The audio-visual system in the Council Chamber is not available for speaker use during the general Public Comment period. The City and the City Council are not responsible for the content of statements made during the public comment period, or the factual accuracy of any such statements.

CONSENT CALENDAR: Items on the consent calendar are considered to be routine and are normally enacted by one unanimous vote of the Council. If you wish to speak on a consent calendar item, please do so during the public comment period provided at the beginning of this item.

5. Approve the minutes of the regular meeting held April 14, 2025.

6. Receive and file the Expenditures for the period beginning April 7, 2025 and ending April 18, 2025.

7. Receive and file the Report of Contracts Executed by the City Manager for the Period of March 4, 2025 through April 7, 2025.

8. Receive and file the Monthly City Treasurer’s Report on Compliance with Statement of Safekeeping and Investment of Public Funds for March 2025.

9. Receive and file the Quarterly Review of the Pension Stabilization Trust.

10. Approve Ordinance No. 792, updating Carpinteria Municipal Code Chapter 2.04 to Remove Reference to Robert’s Rules of Order for the Conduct of City Council Meetings. (Requires reading of ordinance title and a roll call vote.)

11. Adopt Resolution No. 6395, authorizing signers on City bank accounts.

12. Adopt Resolution No. 6396, as read by title only, authorizing certain officers to order the deposit or withdrawal of monies in the Local Agency Investment Fund (LAIF).

13. Authorize the City Manager to execute a Professional Services Agreement with California Consulting, Inc. for grant writing and grant administration services in an amount not-to-exceed $50,000.

14. Adopt Resolution Nos. 6380, 6381, and 6382, congratulating the Carpinterian of the Year for 2024, the Junior Carpinterian of the Year for 2024, and the Volunteer of the Year for 2024, respectively.
