PUBLIC COMMENT ON MATTERS NOT ON THE AGENDA This is a time for public comments on matters not otherwise on the agenda but within the subject matter jurisdiction of the City Council. The Mayor may establish reasonable regulations for public comment based on the time available and/or the number of persons waiting to speak. Typically, the Council's practice has been to limit each speaker to three minutes. The audio-visual system in the Council Chamber is not available for speaker use during the general Public Comment period. The City and the City Council are not responsible for the content of statements made during the public comment period, or the factual accuracy of any such statements.

CONSENT CALENDAR: Items on the consent calendar are considered to be routine and are normally enacted by one unanimous vote of the Council. If you wish to speak on a consent calendar item please do so during the public comment period provided at the beginning of this item.

2. Approve the minutes of the regular meeting held December 9, 2024.

3. Receive and file the Expenditures for the period beginning December 2, 2024 and ending December 27, 2024.

4. Receive and file the Report of Contracts Executed by the City Manager for the Period of November 5, 2024 through December 2, 2024.

5. Receive and file the Monthly City Treasurer’s Report on Compliance with Statement of Safekeeping and Investment of Public Funds for November 2024.

6. Authorize the City Manager to execute the First Amendment to the Agreement with Big Green Cleaning Company for janitor services. (Requires a roll call vote.)

7. Approve and authorize the Mayor to execute the Library Agreement between the County of Santa Barbara and the City of Carpinteria.

8. Approve the submission of a Letter of Support from the City of Carpinteria to the Santa Barbara County Board of Supervisors for proposed amendments to Chapter 50 and Chapter 35, Article II of the County Code related to cannabis odor abatement.

9. Approve and adopt Resolution No. 6353, clarifying that the City's required deposit for pre-application review (REF No. S-01410) applies to all types of pre-application reviews, including but not limited to SB 330 pre-applications.

ADMINISTRATIVE MATTERS:

10. Approval of the December 2025 Holiday Schedule, Closure of City Hall from December 24, 2025 through January 2, 2026, and Adoption of Resolution No. 6351, Amending the City's Recognized Holidays.
