7. Receive and file the Contracts Executed by the City Manager on behalf of the City for the Period of February 22, 2022 through March 21, 2022.
8. Adoption of Resolution No. 6113, Directing the Preparation of a Street Lighting District No. 1 Report as a part of Consideration of Continuing the District for Fiscal Year 2022-23.
9. Adoption of Resolution No. 6114, Directing the Preparation of a Lighting, Landscaping and Right of Way Improvement District No. 3 Report as a Part of Action Necessary to Continue Lighting, Landscaping and Right of Way Improvement District No. 3 for Fiscal Year 2022-23.
10. Adoption of Resolution No. 6115, Directing that the Required Report Be Prepared as a Part of the Process to Continue Parking and Business Improvement Area Assessment District No. 4 for Fiscal Year 2022-23.

ADMINISTRATIVE MATTERS:
12. Adopt Resolution No. 6117, Approving an Appointment to the Tree Advisory Board.
13. Authorization to issue a Notice Inviting Bids for the 2022 Pavement Maintenance Project (Project No. 15131).
14. Resolution No. 6112, establishing an updated and revised flag display policy.
PUBLIC HEARING:
15. (1) Review of two draft City Council District Maps (A2 and A3) and selection of a final District Map; and, (2) Adoption of Ordinance No. 752, (first reading) approving the final City Council District Map and scheduling for second reading on April 11, 2022.
16. Adoption of Ordinance No. 753, (first reading) approving the sequencing schedule for district elections concerning the five Council districts in the City of Carpinteria.
17. Pursuant to Carpinteria Municipal Code (“CMC”) § 14.78.040, the City Council will hold a public hearing to consider appeals of the Planning Commission’s decision to accept and certify an Environmental Impact Report (“EIR”) and grant approval of a Conditional Use Permit and Coastal Development Permit for Project 19-2015-CUP/CDP, a proposal to construct the 850-foot long portion of the approximately 2,800-foot long multi-use Rincon Trail project filed by: (1) Karl Cameron; (2) Stan Barankiewicz of Orbach Huff & Henderson LLP, on behalf of the Santa Barbara Soaring Association (“SBSA”); and (3) Helen O’Neill. The project location spans from the eastern terminus of Carpinteria Avenue in the City of Carpinteria to the western terminus of the Rincon Beach County Park parking lot, located in unincorporated Santa Barbara County, and involves City and Caltrans rights-of-way and Assessor’s Parcel Nos. 001-220-032, -092, -100 and -101.
OTHER BUSINESS:
18. Review of the Mid-Year Budget Report and making related adjustments to appropriations.
