PUBLIC HEARING:
6. Second reading of Ordinance No. 742, as read by title only, that addresses Ownership Conversions Affecting Apartments; Conversion Permits, and amends the existing Condominium/Cooperative Conversion Ordinance found in CMC Chapter 14.74; and adoption of Resolution No. 6028, acknowledging receipt of, and accepting, the California Coastal Commission’s certification of LCP Amendment LCP-4-CPN-20-0050-1 with suggested modifications (Condominium/Cooperative Conversion Ordinance, Project 20-2049-ORD/LCPA,), and directing the City Manager to transmit this Resolution to the Coastal Commission Executive Director.
OTHER BUSINESS:
7. Review of the Mid-Year Budget Report and making related adjustments to appropriations.
8. Community Development Block Grant (CDBG) Committee recommendations concerning the 2021-2022 Public Services Grant Applications and allocation of program funds.
9. Presentation of New and Proposed State Housing Legislation.
10. The City’s 2020 Housing Element Annual Progress Report to the State Department of Housing and Community Development on progress implementing its goals, policies, and objectives.
11. Award a Construction Contract for City Project No. 15116 – Pedestrian Crossing Safety Improvements Project to Toro Enterprises, Inc., in the Total Base Bid amount of $145,376; and authorize the City Manager to execute an amendment to the related agreement for engineering support services with Encompass Consulting Group.
12. Closeout of Project No. 15112 – 2020 Pavement Rehabilitation Project and Project No. 15092-2 – Parking Lot No. 2 and Cactus Lane Improvements Project.
13. Approval of a letter for Mayor’s signature opposing unless amended Senate Bill 9 (Atkins), concerning increased density in single-family zone districts.
*14. Review and Respond to Letter from Sheriff's Office Requesting 45-Day Extension of Time to Engage in Good Faith Mutual Efforts to Resolve Current Law Enforcement Contract Dispute
