CONSENT CALENDAR: Individual items may be removed and considered separately at the request of a Councilmember. Any item, which is removed from the Consent Calendar, will be added to the end of the agenda under Other Business.
2. Approve the minutes of the regular City Council meeting of May 11, 2020.
3. Receive and file the expenditures for the period beginning June 13, 2020 and ending July 3, 2020.
4. Receive and file report of Contracts Executed by the City Manager for the Period of May 30, 2020, through July 3, 2020.
5. Adopt Resolution No. 5989, re-ratifying a proclamation of local emergency caused by the coronavirus, COVID-19, pandemic.
6. Ratify adoption of Resolution No. 5986, as read by title only, approving actions taken by the Director of Emergency Services to re-establish the COVID-19 Parking Restrictions on certain streets, and closing all or part of certain public lots.
ADMINISTRATIVE MATTER:
7. Approve and adopt Resolution No. 5987 appropriating the City of Carpinteria's allocation of $49,205 Community Development Block Grant Coronavirus (CDBG-CV) Funds towards the Emergency Rental Assistance Program managed by the County of Santa Barbara. (Motion requires a roll call vote)
PUBLIC HEARING: NONE.
OTHER BUSINESS:
8. Formation of a Committee on Racial Equality and Social Justice.
9. Report on two City grant programs: Supplemental Community Services Grant Program and COVID-19 Relief Small Business Restart Grant Program
10. Authorization for the City Manager to execute an Agreement with Encompass Consultant Group, Inc. to provide consulting design services for City Project No. 15120 - 2021 Pavement Rehabilitation Project (includes segments of Third Street, Fourth Street, Eighth Street, Calle Ocho, Elm Lane, and Holly Avenue).
11. Approval of a letter for Mayor's signature opposing Assembly Bill 2167 (Daly), concerning establishing of the Insurance Market Action Plan program in California.
LEGISLATIVE UPDATE: The City Council will discuss local, state and/or federal legislation under consideration and decide whether to direct staff to place a matter(s) on a future City Council agenda for consideration.
