Consideration of an appeal of the Planning Commission’s decision to approve Project 23-2221-DP/CDP/ARB, for a Development Plan and Coastal Development Permit to allow redevelopment of the property at 4745 Carpinteria Avenue (currently occupied by Sun Coast Rentals) into a new three-story mixed-use (commercial / residential) development consisting of a 24-unit, 31,026 square foot apartment complex built around and atop a ground-level 22,198 square foot concrete parking podium, and a 4,044 square foot two-story commercial building fronting Carpinteria Avenue, under the provisions of the Commercial Planned Development (“CPD”) and Planned Residential Development (“PRD-13”) Zone Districts; and approval of an Exemption pursuant to §15332 of the California Environmental Quality Act (“CEQA”) Guidelines. The project is located at 4745 Carpinteria Avenue and is identified as Assessor’s Parcel No. 003-251-021.
